libtpproto-cpp 0.0.3

I have released libtpproto-cpp 0.0.3. It is a documentation only release. No features or code chanages.

I spent about 8 hours (the last 6 straight) working on adding the doxygen comments needed to generate the documentation. It was fairly easy because it was designed to be an easy library to use. There is just a lot of it to document. I hope someone appreciates it. It is also available online. The library is still not thread safe.

I'm not sure what I am going to do next with libtpproto-cpp. I think I'll wait for some feedback first. Maybe I'll have to write a(nother) client for it. Something a bit more useable than tpclient-cpptext.
